The booming mugshot industry got its start in Florida, when one man named Rob Wiggin developed a sophisticated computer program that would populate his website with information that was widely considered public within the state of Florida. When the site, Florida.Arrests.org was covered in the magazine Wired in 2011, all kinds of other programmers jumped on the blame bandwagon, and now, there are dozens of sites that gather up arrest documents and publish them for all the world to see. Meanwhile, Florida.Arrests.org hasn't become any less powerful, and removing information from the site remains difficult, if not impossible.

Florida is home to the first and most powerful mugshot site due, in part, to the state's lenient laws.

"Florida has one of the most comprehensive sharing laws on record," says a representative from InternetReputation.com. "The so-called 'Sunshine Law' encourages law enforcement agencies to share all kinds of information, including photographs, maps, sound recordings and more. Florida.Arrests.org utilizes this law, which was designed to help reporters and other investigators to do their jobs, in order to make money."

Florida.Arrests.org scrapes arrest information from state and county websites, and that information is republished on the mugshot website. Some photographs that appear on the site were taken mere days before, but it's not uncommon for photographs to appear years after they were taken, and some people who are photographed have no idea how to get their photos removed.

"Even charges that were dropped or expunged might still appear on the site," says a representative from InternetReputation.com. "Some people feel that writing comments about their arrests are the best way to handle the situation, and I've seen some people write extremely detailed messages about their crimes, and other people have chimed in with their own interpretations of what has happened. These conversations can be truly damaging, as an entry with many comments is labeled 'popular,' and it's pushed to the front of Florida.Arrests.org."
