RESTON, Va., June 23 /PRNewswire/ -- Mobile Satellite Ventures (MSV) released a commissioned White Paper today entitled, "Taking a Fresh Look at Public Safety's Spectrum Needs: Towards a Next Generation Strategy for Public Safety Communications." This White Paper, written by recognized experts Dale Hatfield and Phil Weiser, both Professors at the University of Colorado, urges policy makers to take a careful look at the challenge of developing a next generation public safety communications network. By examining innovations in wireless communications over the last decade, the authors suggest that the best policy for public safety agencies is to look beyond simply using more spectrum dedicated to their private land mobile radio (LMR) systems.

As explained in this White Paper, the optimal public safety communications architecture is a flexible system that accommodates different technologies. In particular, an ideal system would incorporate traditional public safety land mobile radio systems (LMRs) into a broader architecture that includes satellite, terrestrial and emerging wireless broadband networks. With the advent of mobile satellite services' ancillary terrestrial component (ATC), offering (which can switch seamlessly between satellite and terrestrial networks), the benefits of this hybrid approach are substantial, including low cost access to a fully interoperable, reliable, ubiquitous network. The Authors urge that to advance this vision, policymakers should ensure that satellite and terrestrial providers are afforded the opportunity -- through pro-market and innovative spectrum policies -- to develop more effective offerings for public safety agencies.
